The measure is expected to be debated Tuesday on the House floor.
Three clinics provide abortions in South Carolina. Critics argue that requiring two trips creates a burden, especially for poor, rural women.
Supporters say the 24-hour wait would give women time to reflect on a decision that could never be undone.
A proposal to exempt rape victims was defeated in a committee meeting. Legislators are expected to propose the exception again on the floor.
Last year, legislators approved a measure saying women must be asked if they want to view their ultrasound. Abortion foes had wanted to require they see it.
