ATLANTA (AP) - Participants at an international human rights conference have recommendations for the incoming administration of President-elect Barack Obama, including an independent commission to examine U.S. interrogation and detention practices.

The conference at The Carter Center in Atlanta also proposed Wednesday ending detention without due process for suspected terrorists at Guantanamo Bay.

The participants, including former President Jimmy Carter and Navi Pillay, the U.N. High Commissioner for Human Rights, also urged Obama to issue an executive order prohibiting torture by any agent of the U.S. government. The order would mandate that interrogations be conducted under a manner consistent with the Army Field Manual.
